in Tamsui telegram No. 1 to F.0. which crossed my telegram No. 10 there would seem to be certain advantages in suggestion made in paragraph 2 of my telegram under reference that for the next few weeks Consul Tamsui should issue visas on affidavits made before him instead of a system of entry permits through medium of shipping companies. your views.
